Valuation of Agricultural Land

Preferential treatment: Agricultural land values are based on the land’s agricultural value, known as the capitalized average annual gross return. The capitalized average annual gross return is determined from the production ( acres yield X price), input costs, and interest rates. The calculation results in an average agricultural value per acre of cropland, non-cropland, and inundated agricultural land for each county. Gross return for sugar beets and potatoes equals 20% of gross income, 30% for all other croplands, and 25% for land used for grazing animals. Inundated agricultural property is reduced by 50% before applying the 20% or 30%. The gross revenue for cropland in each county is based on acreage, yield, and price for each crop over the prior 10 years with the high and low years dropped. Plot criteria: Property platted on or after 30 March, 1981, is not agricultural property when any 4 of the following conditions exist: (1) the land is platted by the owner; (2) public improvements (including sewer, water, or streets) are in place; (3) topsoil is removed or topography is disturbed to the extent that the property cannot be used to raise crops or graze farm animals; (4) property is zoned as other than agricultural; (5) property has assumed an urban atmosphere because of adjacent residential or commercial development on three or more sides; (6) the parcel is less than 10 acres [4.05 hectares] and not contiguous to agricultural property; or (7) the property sells for more than 4 times the county average true and full agricultural value..
